Westcom Property Services Inc. is a full service management company established in 1983 in the field of property management. We are currently responsible for well in excess of two hundred properties located throughout the Los Angeles and Ventura County areas. Our properties range in size from 8 units to over 400. Each property is matched with the team of qualified professionals who are best suited for your association's needs. We assist our clientele with 24-hour on-call service in the event of flooding, fire, or any threat to the property.
Services
Arrange for the operation and maintenance of the Association's common area facilities and services. Strive to receive the maximum value for dollars spent on repairs and services while maintaining quality and efficiency. It is our goal to assist and manage all clientele issues with courtesy and professonalism.
Ability to include on-site personnel in payroll, including optional health insurance and workers compensation insurance. We hold periodic educational seminars for our managers and support staff to keep them up to date on the new laws and the ideals of proper management of properties. WESTCOM PROPERTY SERVICES, INC. carries $1,000,000.00 in liability insurance and is covered under a Fidelity Bond.
The Association has an obligation to collect all HOA fees and assessments from its members. When owners become delinquent there are prescribed methods both in the California Civil Code and the HOA's CC&Rs that we follow. A notice of default also known as a pre lien letter is a notice that is sent certified to any owner who is 45 days delinquent with their HOA dues or special assessments.
Please call the after hours emergency hot line number if you witness an occurance on the property. We give assistance to our clientele with 24-hour on-call service for any threat to the property. Your emergency call will be handled by a warm, friendly, professional staff member with many years of experience.

By far the least professional property manager I have ever encountered. They were so unresponsive (to multiple emails, calls, and voicemails) that I had to visit the office in person to get a response to my inquiry. The staff I spoke with at first tried to bully me with jargon to leave the office, until the owner came out to meet me with a copy of the notarized document I had been referencing; by that point the staff's tone changed from hostile to servile. I have never met in the professional world people less willing to serve their clients.

Extremely unresponsive. They collect money without performing their duties. Email them to ask for a copy of CC&R, never got back to me. Called them and left a message (sure, they are NEVER at their desk), rarely got back. Contacted them for an issue with a neighbor, they basically said. it is your business. terrible customer service.

Company is more like a collection agency that could care less about the tenants they are supposed to help "manage". Instead of contacting me to let me know that my automatic HOA payments were not getting processed, I find out when I get a lien notice and $700 in added fees. They have no trouble making the liens happen and then contacting people, but apparently aren't capable of contacting anyone before that when billing info could have just been updated. EDIT: Just learned that according to California State law it is required to contact a homeowner 45 days before via certified mail of the intent to file a lien.
I received no such notice. I can't believe a company like this would just skip that step, but I never received this. Now what, I need to hire a lawyer to fight them in court, obviously costing much more than the fees if I just paid it? On principle, I'm going to have to do this I suppose.

As treasurer of Alpine Meadow Homeowners Association (118 townhomes), I would like to say that we have been fortunate enough to have Westcom be our property management service for over 10 years. The service they render is extremely efficient and always timely. They never miss a beat at all. The charges for their services are most reasonable. I get same day responses to any emails I write to any departments.
I can highly recommend Westcom to take a load off of HOA board members who are, in essence, volunteering their time out of the goodness of their hearts. I feel it is simply difficult homeowners who write bad reviews. They just like to break the rules and complain while the majority of the happy campers just don't take the same time to express gratitude. I would highly recommend Ilene and her team at Westcom to take over your HOA responsibilities. Joan R.

When i see negative reviews about a management company i always wonder if they are written by board members or by owners who have little or no knowledge of the way associations are suppose to be run. As the president of 5 associations and over 10 years experience on the board of directors for various buildings I can truly say that Westcom has been a saving grace.
Many of my buildings were previously MIS-managed by terrible companies with little or no customer service, no direct line to the owner and careless employees that are there to clock in and out. I started working with Westcom over 8 years ago and I can honestly say they are the best of the best. The owners are always available to give me input on how to legally proceed when faced with owner/board disputes, my rep Kayla and her assistant Diana are always ready to answer emails and provide excellent support and the company as a whole is committed to making sure our associations are up to code in every area. Yes, they also do make small errors from time to time but that is to be expected with any company and what is important is how they handle things. Westcom approaches feedback from the board with an open mind and makes modifications to ensure smooth transactions.
If an error is made they look into things and offer a fix immediately. I urge all owners who are on the board of directors to consider Westcom. They are by far the most attentive professional company for managing HOAs (trust me, I have had my fair share of bad ones) On a separate note, Mike and Evan (owners) and Kayla (our amazing rep) have helped me numerous times with input and guidance for issues with associations I was part that were not even managed by them. I have contacted Westcom multiple times via email and phone to ask them to fix the fencing on the side of our property as well as replace our deteriorating mailbox stand because the stand is rotting. They tell me that we have to replace it with our own money and that it states it in the policy. When we asked for the policy description, they failed to provide it and said that they can replace it for me.
I have waited two months for this mailbox repair and it still hasn't been fixed when other streets had theirs repaired. To be paying a ridiculous amount for HOA fees and to be given nothing when repairs are needed is absolutely unacceptable. We need a class action lawsuit against these thieves for unethical business practice. They also need to be audited. Where is all the money that we are paying for HOA going towards? Hmm.

I have been a Board member for over ten years and found Westcom Management to be professional and experienced. They handle our accounts and vendors as well as collect Dues and other fees from homeowners in a timely manner. If Westcom receives complaints or problems, they are referred immediately to the Board for requested action. The only complaint we chose to ignore was recently from a tenant, not even a homeowner, and the tenant just wanted to do anything she pleased without regard to fellow homeowners.
