Property Management Systems was founded in 1998, by Michelle L. Horneff-Cohen, a licensed real estate broker who has been working in the San Francisco housing industry since the mid-'90s. What began as a small consultancy grew into a full-service firm staffed by a team of skilled professionals. Together, the Property Management Systems team has managed and leased thousands of residential units throughout San Francisco. Our foundation of success is built upon our four cornerstones of Excellence, Education, Consistency, and Community.
We believe in being transparent. We never want you to have a communication with us that is not crystal clear. To that end, we have included our entire rental process here in order to set expectations right from the beginning. When you rent from Property Management Systems, you will enjoy working with our staff of qualified professionals.
We offer a broad range of services tailored to each client. Whether you need full-service property management, assistance at the rent board, strategic advice on your building, or anything in between, we have a customized solution for you. Because property owners have unique needs, we offer a range of packages to accommodate all shapes and sizes of property management situations.
2. Signed "Rental Policy Agreement": EACH applicant over 18 years of age who will be residing in the unit must read, agree to, and sign Property Management System's "Rental Policy Agreement." 3. Provide Credit Check/Processing Fee: EACH applicant over 18 years of age who will be residing in the unit must provide a $40.00 non-refundable credit check and processing fee.

The proudest moment of my VA career is when I joined Property Management Systems. I've been with this company for more than 5 years now and I gained a lot of experience and the opportunity to enhance my knowledge and skills in the property management field. Michelle Horneff-Cohen is a great boss, supportive, and generous. We work as a team, a family, and I'm so happy and proud to be a part of it. The worst EVER! They deposited my check a week before the 1st of the month. They even put me on hold to try and prove that I had sent a check dated in the wrong month.they ACTUALLY came back on the phone and said, "Oh, you did date your check for the first and we deposited it early." As if that would have been a reason valid to deposit my check early!
They moved offices and only sent out one notice and did not put a mail forward to their new offices. It was only by chance that I had sent in our rent check early so we found out in time that our rent check had not been received. We NEVER saw the moving notice sent to our apartment. We took a new check to the offices and when we arrived home that night, we came home to find a "Pay in Three Days or Loose Your Lease" notice. It looks like the employees like the company, but just about no customers. I think that says it all.

Property Management Systems is an utterly inept & unethical business. Do no rent from them. My husband & I rented a unit through them for just about 7 years. From 2009-2016 our rent increased $1,800! They have abysmal customer service. Calls, emails, faxes, certified letters all go unanswered. The owner, Michelle Horneff-Cohen, cannot run a company. Letters from them are full of typos, bad grammar, etc.
Other employees, whose name I will spare, are equally useless in their response. I would receive letters for the annual security deposit interest earned, guess what, no check enclosed. Never got the money. When 15+ year old appliances broke, it was pulling teeth to get someone out to replace them. When they did, they replaced appliances with inferior products.
When there were several break-ins in my building, I called PMS with concerns, never heard from them. Upon moving out, hallelujah, they claimed they never got my signed & stamped certified mail letter. The security deposit took over 30 days to partially resolve. I honestly think if I did not call and write repeat I would not have gotten it back. They withheld $350 for cleaning.
This is despite hiring professional "move out" cleaners, providing the invoice, and getting a raving "your place is so clean" walk through inspection. I have reported them to the CA Better Business Bureau in the only effort to resolve this outstanding issue. I could go on and on. Save yourself headaches and hours upon hours of misery. DO NOT RENT FROM PMS. They will screw you over at every opportunity. If you do rent, save EVERY email, receipt, letter, etc. Take pictures upon move in and move out. Get everything in writing.

Property Management Systems is TERRIBLE. My wife and I moved out of our apartment on June 6th, 2015. I have called them 15 times about the status of my security deposit and never once have I gotten a direct answer. First, they blamed it on the owner of the building. Now they act like they have no idea what I am talking about. Every time I have called they said they would call me back, but not once has anyone from their office called me.
I am currently waiting on the owner of Property Management Systems, Michelle, to call me back. I do not understand why business can not just adhere to proper business practices. (7/30/15) Just to give an update. Michelle called me back and said that she was having computer problems. She was suppose to give me a call back within a couple days, but this never happened.
My wife called a week and half after I initially talked to her and she told me wife that we were not a high priority for her right now. She stated that her email had been down for two weeks and this is the reason she did not have update for us. I do not think it is very hard to pick up the phone and call the owner of the building to find out what is happening.
As of now it has been 65 days since we moved out. We are still waiting on our security deposit. (8/10/15) Well, I called Michelle back today and left her a voice mail. She did give me a call back, which I appreciated. She called to inform me that our check was put in the mail yesterday. One might think she would call me and let me know that instead of making me call her.
She stated the check was for the amount of around $200. This means that she withheld around $1900 from our deposit. Once I get the final amount I'll post the amount and all the details. The part of the conversation which I thought was extremely unprofessional of Michelle was at the end of the conversation when she threatened to post pictures of how we left the unit in response to my Yelp review.
I am not sure if she wanted me to apologize and say I would take the review down if she would not post the pictures. The problem with her threat is that we left the apartment in a very reasonable state. Was it spotless no, we lived there for five years, but it was not trashed by any means. My problem with this whole situation, besides the fact it has taken 73 days for us to get our deposit back, is just the way that Michelle and her staff treated my wife and I.
All we were looking for from the get go was a direct answer, which was never given by anyone on her staff or herself. Once I finally spoke with Michelle directly she would become very hostile with me, when I pressed her for answers. Her staff and herself would give us the run around. First the work was still being done. Second, the owner would not call them back. Third, their email was down. For any future tenants beware because she is extremely unprofessional at her job and does not care the tenants in the buildings she manages. (8/18/15)

PMS has made my living situation feel like a scam. Not a single time have they ever responded to the many requests for maintenance I've submitted through their online portal. To get anything done here, I have to call the landlord directly. They filled our heads with false promises upon signing, and never cared to follow through. They don't do anything but force you to sign a 50 page lease and take your money.
Don't believe anything they say. We've experienced countless plumbing back ups, sewage pooling in our garage, hundreds of flies festering in the sewage. Most recently our downstairs neighbor had sewage fill his entire apartment. Affected area rugs had been moved outside, presumably to be cleaned. They have been sitting there, rancid for almost a week.
They sent a letter threatening a fine if they found out we were responsible for plumbing issues. What's hysterical is the plumbing is not too code, it's illegally done. Joanne (maintenance) shows no interest in doing her job professionally. She's emotionally rash and makes me uncomfortable living here. She doesn't take a minute out of her day to respond.
