In the 1920s and early 1930s, a Sioux Falls furniture store owner named John Costello ventured from his business into a tiny real estate investment at 515 W. 13th Street. He built seven more houses after this one. It was a decision that influences the lives of even his great-grandchildren eighty years later.

Please call or email the manager at the property you are interested in and they can either email you a copy or fax you a copy. Once an application is received, the Manager requests the Credit and Criminal Reports from Resident Data and also calls for Landlord references. After these reports are received and approved, the Manager verifies all Incomes and Assets (and Expenses at HUD and Rural Development properties) and confirms that the household qualifies under the income limits and other standards required for that specific location.

WORST RENTAL CORPORATION EVER! Put in a work order for black mold and got an eviction notice. At least they signed it so when I take it all to my lawyer they can't keep any of my deposit. Very rude, unprofessional staff. Saying because we had been there for only 6 months there was nothing that maintenance needed to fix. Then maintenance does the bare minimum. Took 3 days for them to fix the hot water heater after the inner bag burst and started leaking everywhere.
Mind you our hot water heater is on top of the dryer. All maintenance did was turn our water off and say "We will contact someone." I have 4 children so 3 days without running water was rediculous.

Update. I called the number given to me in the response to this review, left a message for Jeff and no one ever called me back. A pandemic is difficult enough without having problems with the company you rent from raising your rent every few months and giving you a 3 day notice to vacate when you're only 10 days late on your rent and waiting for approval on assistance.
If you or a family member need a place to rent where you have to income qualify, look somewhere else because Costello seems to care more about the bottom line than the human beings who live in their properties.

A friend of mine, who has had an apartment with Costello for several years, was treated with compete disregard by the manager of his apt complex when the manager couldn't find the payment that this person had put in the unsecured drop box (well before the rent was due). The manager slapped an eviction notice on this person's door (this person is over 65, by the way) on a FRIDAY EVENING with a 3-day eviction notice.
This person, who already suffers from extreme anxiety, was subjected to a weekend of anguish wondering what could have gone wrong. Then the manager miraculously found the payment. Despite finding the payment, the manager still had the audacity to chew out my friend for having been "rude, " supposedly, while trying to defend the fact that he had indeed put the payment in the drop box on time.
I think it is absolutely despicable for housing managers to treat longtime tenants with a good history, with such blatant disregard. No one should be treated this way, let alone a senior citizen who suffers from high anxiety. The stress he felt that weekend affected his part-time work, and could have caused him a heart attack. It didn't because a lot of his friends were out here praying for him and for a good outcome to this horrible situation.
Good people of Sioux Falls, don't let this stuff happen in your city. I'm originally from that area and am now in a much more populated area where disrespect and disregard of other human beings is quite rampant. Don't let let that happen to you. You're better than that.

I have lived in the Madison, SD Costello Apartment Complex since September, 2014. I have lived in 3 different apartments, all in the same building. The property manager, Trish Natwick, has been great. When I first lived in #27, which is an upstairs apartment, she was great at helping me get a ground floor apartment when I developed arthritis in my hip and could no longer manage the stairs.
When the renovations were being done, I moved into the apartment I am now in (22). I truly enjoy living here. The grounds are kept up in summer and look really good.despite our unusually hot June weather this year. Cleaning of snow and ice in winter is done as soon as humanly possible. My close neighbors are great and I have actually known them in past years. Trish has a tough job, as there are always those who complain about everything and anything.
She maintains herself always with professional courtesy. Your very lucky to have her. I really don't know what else I can say. I am very happy here and have no intentions of moving! I've lived at Arrow Ridge over 12 yrs. now and I really enjoy my apartment here. It is located in a nice neighborhood close to schools for those that have families and close to Sioux Falls for shopping if you so desire!.When I need something fixed or changed I call or email it in to the manager and maintenance takes care of it as soon as they have time and I shovel very little snow anymore and that is a plus for me in the winter!

Lived here for 3 years and have never felt as targeted and threatened by the property manager as I have since the new property manager took over about 6 months ago. Don't even waste your money or time with this property as long as the current property manager is in charge. Edit: I spoke with someone from management who has addressed my concerns which has changed my rating.
Initially I reviewed this property with one star but truly feel that is not fair based on one property manager. Never had any issues in the past and I truly enjoy living here.

I have lived in one of their properties for about a year now and so far, haven't had any issues. I've had to call maintenance once when my front door handle fell off (it had been loose and I probably should have called earlier). It was on a Saturday morning around 8am and I had to head to work so I let them know that. When I got home from work it was all taken care of and they locked my door for me.
The landlord has been great. I dont really need to contact her for much but anytime I do, she is very responsive and communicates well. The other tenants that live around me are great. It seems everyone respects eachothers space and I haven't had any issues with any noise or anything. Overall, I would recommend!
